A group of grassroots Republicans is taking legal action to restore what they say is the original intent and authority of the Indiana Republican Party’s biennial state convention.
Led by Joseph Bortka—2024 state convention delegate, Marion County precinct committeeman, and first signer of the suit—the group has filed a derivative lawsuit aimed at reaffirming the role of convention delegates and challenging what they describe as a growing disconnect between party leadership and rank-and-file members.
“For too long, delegates have been silenced,” said Bortka. “We’ve been denied the ability to make motions, blocked from party records, and excluded from meaningful platform debate at the convention. This goes against everything a citizen-led political system should represent.”
The lawsuit, which seeks no financial damages, asks for injunctive and declaratory relief—measures intended to restore transparency, protect members’ First Amendment rights, and reestablish the convention’s role in shaping the party platform and selecting candidates.
According to Bortka, the group turned to the courts only after all internal remedies failed.
“Conventions were once a key mechanism for voters to send a clear message through their party,” he said. “But over time, platforms have taken a back seat to personalities. That’s not representative government—that’s corruption.”
The movement has gained traction among grassroots Republicans across Indiana who say they want the party returned to its members—not just its insiders. The effort is entirely volunteer-led, with all donations going toward court costs, filing fees, expert testimony, and related legal expenses. Organizers stress that any funds raised beyond what is needed will be directed to nonprofit organizations aligned with Republican principles.
“This is about restoring the integrity of the Indiana GOP,” Bortka said. “We’re fighting for the rights of every precinct committeeman and delegate who believes in honest self-governance.”
Supporters are encouraged to contribute to the legal fund and share the campaign as the case moves forward.
