Frankfort Rules For Golf Carts

The City of Frankfort has a set of ordinances regulating the use of golf carts on public streets and alleys. Here’s what residents need to know:

Who Can Drive

Only licensed drivers age 18 and older are allowed to operate golf carts within city limits.

When They Can Be Driven

Carts may only be operated during daylight hours, from sunrise to sunset, year-round.

Registration Requirements

Golf carts must be registered annually with the Frankfort Police Department. Owners must:

  • Present the cart for inspection.
  • Pay a $50 registration fee.
  • Show proof of insurance meeting Indiana’s minimum motor vehicle requirements.
  • Display a registration sticker on the rear driver’s side of the cart.

All fees collected go into the city’s Police Equipment Fund.

Where They Can and Cannot Be Driven

Golf carts may not be driven on Highways 28, 39/421, or 75/38, except when crossing perpendicularly. Driving on sidewalks is also prohibited.

Safety Rules

  • Drivers must obey all traffic laws.
  • No reckless or dangerous driving.
  • All riders must remain seated in factory-installed seats.
  • Children under three are not allowed to ride.

Equipment Standards

Golf carts must be equipped with:

  • Headlights, taillights, turn signals, and brake lights.
  • Brakes and a rear-view mirror.
  • Seat belts for rear seats.
  • A triangular “slow-moving vehicle” emblem displayed on the back, 3 to 5 feet off the ground.

Special Events

During events such as the Hot Dog Festival, the city may allow golf carts with fewer requirements. Temporary permits cost $10 and are valid for up to one week.

Penalties

  • First offense: up to $50 fine.
  • Second or later offenses: up to $100 fine.
  • Multiple violations in a year can lead to registration suspension for one year.

Exemptions

City departments such as utilities, street, and public safety are exempt from these rules.
