Clinton County Commissioners Table Data Center Decision, Approve Projects

The Clinton County Commissioners convened Tuesday morning for their regular meeting, addressing a series of pressing community issues ranging from land rezoning to infrastructure upgrades, while tabling a controversial data center proposal amid ongoing public concerns.

One of the most anticipated agenda items was the proposed rezoning of land north of Conagra from agricultural to light industrial use, intended to pave the way for a potential data center. The Area Plan Commission forwarded the issue to the commissioners with a neutral recommendation after failing to reach consensus.

Commissioners stressed the need for further research and transparency before making a decision, noting the absence of the commission president and unanswered questions about water usage and infrastructure would delay any vote. During public comment, citizens voiced concerns about the project’s impact on local water resources, with particular emphasis on the lack of guarantees for a closed-loop water system. Residents urged commissioners to prioritize environmental protections as the process moves forward.

Commissioners also addressed the ongoing saga of an unsafe house in Antioch, which has been declared unfit for habitation due to a failed septic system. After a series of unpaid fines and tax liens, the board agreed to issue one final $2,500 fine. If the property owner fails to pay within 30 days, the county will begin condemnation proceedings.

In a move to modernize county operations, officials approved participation in a $30,000 no-match state grant to upgrade Geographic Information System (GIS) layers, improving emergency response capabilities. The Recorder’s Office received approval for additional funding to complete the digitization of 29 years of county records, a project that remains under budget despite earlier oversights.

The meeting saw updates from the Highway Department, which recently completed major paving projects, and the Extension Office, which is transitioning to two full-time staff positions pending budget approval.

Commissioners also approved routine claims, payroll, the 2026 holiday schedule, a new cleaning agreement for the extension office, and continued support for the annual United Way employee day. A request for a courthouse lawn sign for a local ministry event was granted, and a necessary agreement with AT&T for updated phone service was finalized.

In closing, commissioners praised local emergency responders for a recent cardiac arrest save, highlighting the importance of teamwork and community engagement. The next commissioner meeting is scheduled for October 7.
